If some applies for a position you have available and mentions that they have a strong following of clients that they can bring with them, in an effort to give themselves an edge to get the job. Dont be surprised when they do they same thing to you, if you hire them. Best to just pass these people up. They only care about themselves and have to respect for their current employer who paid for those members that they are trying to selfishly leverage and steal to get themselves a better job.
