If the resukts of U.S. "surgical" strikes were the OR standard, all presidents, generals, secretaries of state, and supportive congresspeople, etc. launching same would be guilty of malpractice. As it stands, they should all be charged with committing premeditated murder. Funny, though, the U.S. refuses to place itself under the jurisdiction of the International Criminal Court at the Hague. When it comes to American exceptionalism, Nuremburg Principles be damned.
