If you ever read the national budget of The Bahamas you would find a line item in the revenue side that says other; i.e., other taxes, services charges, etc... You would find this item in many subheadings in the revenue side of the budget for many areas. What is so strange about these other taxes subheadings is that they fluctuate from year to year in very wide swings. One year, for example, other taxes from Ministry of Works would be $1.5 mil, and another year it would be $150k and the following year it would be $3 mil. Or, other taxes collected from environmental health fees would be $200k, and another year it would be $20k, and so on and so on. Now, one would expect for certain charges headed in other tax revenue to line up. For example, other taxes that are in-line with a housing project, may bring an increase in other revenue in other areas from Min of Works, Mortgage Corporation, and that may affect the heading in other Treasury Fees at the end of the day. But they are not, what we would say, correlated at any significant level at all when we run the numbers... In fact, they are so uncorrelated and disjointed until it is laughable. These other taxes always cause me to wonder what in the world goes on with our revenue collection.
