If you own a home and your plumbing is leaking, water is running on the ground you dont replace the fossetts first. You replace the busted water lines and then if you need to upgrade the fossetts you do so. The City Coucil is going about this backwards. Its become very clear that the city Council does not have the Citys best interest at heart. We do not owe Siemens company anything! The City is the customer not Siemens, they own Us!
