Illinois’ comptroller is the one who oversees the purse and writes the checks. That’s a big job in a state with a gargantuan pension problem and a massive backlog of unpaid bills. On Nov. 4, two women face off for the job: Riverside Republican incumbent Judy Baar Topinka, 70, and Democratic Lt. Gov. Sheila Simon, 53, of Carbondale. Topinka says she needs another term in office as the state’s chief fiscal officer “because we have done some really remarkable things with this office.” Simon said that problem after problem comes back to money and how we watch over our finances in the state.
