Im not in favor of this Iskolar ng Bayan Act! It has so many loopholes. It has to be ammended. #1. Automatic scholarship grant on the basis of rank is absurd. We all know how it works in High school. Not all, but there are cases that the top 10 are determined not just by students academic performance but also by their teachers and parents influence. #2. It should not be top 10 but it should be upper 10% on the merit of academic grade itself excluding extra curricular. There are students who can soar high to the top for being active here and there and for being favorites of the teachers. #3. It should not be exclusive for public high schools! Papaano naman ung nag aral sa pribadong katolikong paaralan, at ibang private sectarian school? It was such an ordeal for me to get a college scholarship just because I studied in a Catholic institution! I had to compete well and to put extra effort to prove myself. It is totally unfair to judge those who studied in private schools as generally rich or capable to pay. And finally, please do not deny the rest of the student population of this privilege! Ok lets have the ranking as one criterion, but let there be one general and standard national competence test for this Iskolar ng Bayan Act. LAHAT DAPAT PWEDE MAG EXAM AT MAG QUALIFY SAAN KA MAN NAG ARAL, PRIBADO MAN OR PAMPUBLIKONG PAARALAN!.
