Im very surprised to see Ho Chi Minh City as #1 of the best emerging cities to launch your startup considering that a startup is a company characterized for fast development and low cost, and it usually takes 1 year to obtain a business license for foreign investors in Vietnam with a minimum of 10,000 USD capital investment (no matter if the business is offline and it requires factories, warehouses or online on the internet). Also, E-Commerce seems to be a protected industry restricted for 100% foreign ownership companies. How are foreign entrepreneurs supposed to launch a start-up in Vietnam with these conditions?
