Imagine in Chapmantown there being safe pedestrian paths to and from school protected from both sun and rain by solar arrays that provide cost saving electricity for homes and vehicles to neighborhood residents. How about professionally installed, maintained and monitored composting toilets? In the whole Chapmantown sewer/annexation confabulation (over 30 years of work - plans - and agreements) the process reminds me of the saying, You can lead a horse to water - but you cant make him drink. Except in this case it seems that every time we - the Chapman/Mulberry Neighborhood - get close to the stream somehow we are hit over the head with a 2 by 4. Most of the time the 2 by 4 is some resurrected dull and failing bureaucratic paradigm, a evolutionary extinct but fossilized idea of how it should be done. Is it then any wonder we have grown cautious about drinking the offered cool aid? There is some discussion that if Chapmantown is annexed into the City of Chico the annexation should include creation of a Chapman/Mulberry Neighborhood Municipal Utilities District which could/would include electric, gas, water, telecommunications &high speed internet, and sewage. And would provide us the opportunity to reduce energy, service, and environmental costs while creatively solving our own problems in creative and uniquely integrated ways. And. . . . it might get our mind out of the sewers and turn LAFCO into something more than a pain in the ass. What do you think?
