Immediately following the Civil War, several southern states rushed into legislation to bring freedman back into a quasi form of slavery .... incarceration. Take for example, in 1866 the state of Mississippi introduced a system of peonage and vagrancy laws. Law enforcement agencies in that era participated in round ups of persons, routing them to the courts (who regardless of charge or explanation), pronounced guilt, and then sold or leased the person to a private industry who could pay off the fine. Today, this pattern and practice is still being enforced under the color of law. Take for example, the Pennsylvania judge who was recently jailed for taking bribes to sentence juveniles to life sentences. Also consider privatized prisons who are threatening to sue states for not providing enough prisoners to keep those stock market based cells filled. Last, the City of Fergurson has finally (under pressure) outlined changes to its court system. Even if you plead guilty, ridiculous fines were imposed and you could be jailed for failing to pay. Target enforcement is by no means a coincidence in low income areas with no legal, political or economic resources to fight back. The time dictates effective policing under the rules of law, not historical animosity. The practice of racial profiling is not just about an illegal traffic stop or frisk and search encounter. Its a generational mindset and behavior passed through legislative, judicial and executive authority hell bent on avenging a $3 billon loss of industry free labor. Your children between 17-19 years old (particular boys) must not only correct their own errant behaviors, but study history, sociology and law. They must understand ratchet, turnt up, and hardcore behavior only impresses those in the four block radius of their community. Where is the logic in the 21st century when your rights as a person has now been reversed back to being someone elses property???
