Imposition of Governor’s rule sometimes needed to restore democratic order: Dr Jitendra Singh Imposition of Governor’s rule sometimes needed to restore democratic order: Dr Jitendra Excelsior Correspondent JAMMU, Jan 11: Justifying the Centre’s decision to impose the Governor’s rule in the State, Minister in PMO with independent charge of Ministry of Development North-Eastern States, Dr Jitendra Singh today said that some times Governor’s rule is imposed to restore democratic order just as wars are to be fought to restore peace. Addressing a function here this afternoon organized by Panun Kashmir (PK) to felicitate the newly elected MLAs from Jammu city and outskirts, Dr Singh maintained that with the imposition of Governor’s rule the role of legislators has not decreased any way as it (Governor’s rule) is also imposed under the frame work of the Constitution. He said there are certain examples that the Parliamentarians and legislators who were not ministers set an example of serving the nation. In this regard he quoted the role of veteran Parliamentarian Feroze Gandhi in Mudra Scandal and another great socialist leader Pilo Modi who snubbed the then Health Minister in Parliament on Family Planning issue. Dr Singh said BJP will take up the issue with Government and appeal him that the views of elected representatives be taken up to run the Government and this will be in right spirit of democracy. He said the Legislators have to decide which issues need priority and what strategy is to be adopted to fulfill the people’s aspirations. Maintaining that legislators act as a bridge between common masses and Government, he said that if one goes through the Indian Parliamentarians history one will come to know what a historical role was played by the legislators and Parliamentarians who were not part of ministry. He said people have imposed a great responsibility on the shoulders of legislators and they have to discharge it to the best satisfaction of masses by fulfilling people’s aspirations and make themselves ready to meet any challenge. Dr Singh said that history has been created in Kashmir even before the declaration of election results as it is not the question of winning or losing the elections but it was a great duty on our shoulders to sustain the democracy in J&K and Narendra Modi led Government fully succeeded in it. He said victory of BJP in J&K is not merely a victory but the vindication of martyrdom of the founder of Bharatiya Jana Sangh (BJS) and veteran Parliamentarian, Dr Shyama Prasad Mookerjee who was inspired on the soil of J&K to constitute the BJS in 1952. He said Mookerjee set out with a one man mission in 1952 and Jana Sangh won three Lok Sabha seats at that time but the issue of J&K gave strength to ideology of the party. Dr Singh said the Assembly election in J&K has two important features for BJP in the State. One is that there is visible generation shift in the Party and second the average literacy level of legislators has gone up. He said looking towards BJP Congress has also started to adopt this formula. He said those senior leaders deserve to be commended who have left place for younger generation. The Union Minister also asked the legislators and Parliamentarians to study subjects of their interest and participate in the highest type of debate in legislature so that the level of debate is raised. In his address BJP organizational general secretary Ashok Kaul said that formation of Government is not more important for BJP than its ideology and principles. He made it clear that BJP will never lower the prestige of nationalistic people of the State and Jammu region just for sake of Government and compromise on those issues on which Congress has been compromising in past. Kaul said BJP is a movement and not a Party and the victory of Party’s election in 2014 is in real sense the vindication of the struggle launched under the leadership of Shyama Prasad Mookerjee. He said J&K has many problems like refugees, border migrants, Kashmiri Hindu Samaj and BJP is committed to solve all these problems. He said no decision on return will be thrust on migrants. Earlier PK president Ashwani Chrungoo dedicated the victory in 2014 elections to Dr Mookerjee, Pt. Prem Nath Dogra, Amarnath Vaishnavi, Tika Lal Taploo and Dr O P Mengi and many other stalwarts of Praja Parishad movement. He demanded that policy on KPs rehabilitation be reviewed and important political personalities be involved and the issue be taken seriously by Government. He said Jammu has become an old age home now due to brain drain and the new Government should frame policies to create job opportunities for youth within the State. He also demanded passage of Kashmiri Hindu Shrines Bill for the best management of age old Hindu shrines and religious places in Valley. He declared that with the change of guard at New Delhi there will be no appeasement for separatists and anti national elements. He said the biggest decision of Modi Government soon after assuming office was that no route will be opened for return of surrendered militants from Pakistan or PoK. Bali Bhagat, MLA Raipur Damana while terming the election of 2014 a historical election said that it was a struggle for nationalistic and separatist ideology and ultimately the nationalist ideology emerged triumphant as Jammu people fully backed it by rejecting those parties who were sympathetic to separatist ideology. Rajesh Gupta and Sat Sharma C A, MLAs Jammu East and Jammu West respectively who too spoke on the occasion highly lauded the role of people as well as KPs and PK in victory of BJP candidates in Jammu. The function among others was addressed by former BJP president Ashok Khajuria, MLA Gandhi Nagar Kavinder Gupta and ex KOA president Sanjay Kaul. The stage was managed by Virender Raina national spokesperson PK. Earlier all MLAs were felicitated by PK president Mr Chrungoo and other dignitaries. PK also felicitated Dr Jitendra Singh and Virender Raina. The vote of thanks was proposed by KCS Mehta president Kashmiri Sikh Displaced Forum. All the dignitaries were also presented the copies of Neelmat Puran the ancient religious book on Kashmir by PK.
