Improving the skills of the Research Sub-committee of the CRC Charged with the responsibility of conducting research into constitutionalism and other relevant issues, the Research Sub-committee of the CRC has been engaged in series of activities aimed at improving their theoretical and practical skills. One such activity is the Expert Engagement which was done on Thursday November 20, 2014 with Mr Sengu Koroma as lead Facilitator. He prefaced the discussions by defining the Constitutional Review process as a fundamentally significant link in consolidating the immune system of a civil society and a state governed by the rule of law. In unfolding the discourse, Mr Koroma emphasized that “both qualitative and quantitative (Mixed methods) are suitable for the CRC as these methods are more popular in modern day constitutional review processes. A number of issues that would aid the production of a well researched reviewed constitution were identified. A comprehensive comparative analysis of the constitutions of other countries must be done, without falling into the trap of limiting the comparisons to African countries only. The Sub-committee must also do critical interviews with various players in the operations of previous constitutions of Sierra Leone not only to seek their views on the strengths and weaknesses of the said constitutions but also to elicit information on how various problems that arose were resolved. Members of the Sub-committee on research were admonished to consider various interpretations of certain provisions of the Constitution of Sierra Leone Act No 6 of 1991. This was based on the justification that clauses that had been interpreted differently by the Supreme Court would be excluded in the revised Statute. Such is the sensitiveness of the task that lie ahead of them that the Sub-committee must handle diverse views and recommendations with an uncompromising attitude of professionalism and high sense of integrity. A robust system of analyzing, coordinating and harmonizing the recommendations received must be developed and maintained. The Research Team must give serious thought to mechanisms that address disagreement resolution for easy incorporation into the final report. The expert, Sengu Koroma maintained that transparency and accountability were critical to ensure that the outcome reflects the wishes and aspirations of the people of Sierra Leone.
