In 1797 William Joseph Symmes became the first Inspector in Portland, Maine. On the last day of that year, the Selectmen authorized the hiring of 8 Watchman. They would patrol from 10 P.M. until dawn. No daytime police services were deemed necessary for the population of 2,000 residence. In 1884 Mary J. Raymond would become the first police matron. Three hundred women were arrested for drunkenness within the first year of her employment. By 1899 separate cells were finally built for the women.
