In 1976,Congress passed the Indian Health Care Improvement Act. This measure gavetribes the right to manage or control Indian Health Service pro- grams. NativeAmerican tribes have taken over many IHS facilities and have started theirown health services. While the sterilizations that occurred in the 1960s and1970s harmed Native Americans, Indian participation in their own health caresince 1976 has strengthened their tribal communities. Sterilization abuse has notbeen reported recently on the scale that occurred during the i97os, butthe possibility still exists for it to occur. The Department of Health, Education,and Welfare does not audit Indian Health Service programs; it only audits thecomputer records on reported sterilizations that do not meet the guidelinesrequirements.
