As seen in Nubians hair texture, the number 9 is a symbol of birth. The follicles themselves twist and form loops or ringlets. This is what gives the shafts the appearance of a spring, but in reality you are looking at the number 9 which stands for 9 ether... -Mission Earth and the Extraterrestrial Involvement pg. 10 This would be a nice symbolic reference to the hair of persons of African descent, but York is literally saying that when hair comes out of the follicles it forms a literal 9, and Caucasians have hair in the follicles that starts off in the form of a 6 giving you complete opposites.
