In 1995 the African American Parents Association asked the superintendent of the Toledo Public Schools to place a moratorium on all non-violent suspension and expulsions. We were rejected and rebuffed. We asked the subsequent superintendents and school board members for a moratorium on all suspensions and expulsions that did not involve violence down through the years, Crystal Ellis, Eugene Sanders, John Foley, Jerry Pecko, we were laughed at and rebuffed. During this time there was in influx of young, white, female, teachers, and black teachers, male and female were either designated as substitutes or were being eliminated from the teachers work force. This began a systematic suspending and expelling of children of color from the classroom. The demographic with the highest suspension/expulsion rate was/is black boys. It didnt matter the school, inner city outer city, elementary, Jr. High or High School, if it was TPS and you were a black boy chances are you were suspended for some offence, the majority of which were non violent. During this time I would see young boys in my neighborhood out of school during the school day, either just walking or at the library or just being. The suspension/expulsion rates have held steady and the demographic has remained the same...black boys: FAST FORWARD............The young men who are today involved in criminal activity were in the 4,5,6, grades during those years, being suspended and expelled at alarming rates, mainly for non violent offences....My hat is off to the superintendent of the Minneapolis City School District, Berneida Johnson who has placed a ban on black children from being suspended from school without her permission!
