In 2000, there was an annual average of 69,994,000 Americans not in the labor force. According to BLS, there were 92,535,000 not in the labor force this year. That is not the proper direction for a progressive economy. North Las Vegas is almost bankrupt. To pay off their debts, the local TV station says they would have to raise their tax approximately 2000%. With a decreasing work force on welfare, the tax base is decreasing also. When NLV had a Total Quality Team running the show they were in the black and had plenty of revenue.
