In 2003 during SASCO 11TH National Congress at FORT HARE UNIVERSITY a certain Lubabalo Thabang Molefe, stood up in congress, arguing on the long term effect of post-merger of tertiary institution on students and staff , the then DG of Higher Education Thami Mseleku response was in his opening remarks “ Historically Black institutions are not zoo, cabinet has taken a resolution to merge these institution”.
