In 2003, the GAO gave a report to Congress that warned of the impending drought (they come in cycles) and gave the steps to alleviate the pain and problems. Lois Capps DID NOTHING! Here are two pictures of an avocado orchard in Nipomo where they had to cut down the trees, treat for insects and decease, and try and save the roots. If water returns, these farmers will have a crop in three years, if they are still in business. It looks more like Arlington National Cemetery than an orchard.
