In 2005, the Michigan Welfare Rights Organization was pushing Detroit to adopt a Water Affordability Plan. Unfortunately, no action was taken by the City back then. Below is the link to that 46-page Rate Affordability Program, developed by Roger Colton, of Massachusetts. The two main points I got out of it was: (1) the goal to reduce water/sewer bills to an affordable burden set at 2% of household income, and (2) Defining eligible households as those at 175% of federal poverty level, which in 2004 was $16,293 for one person, $21,858 for two people, and $27,423 for a household of three. Those numbers would have risen since 2004, of course. A second component to the plan called for a fund to assist other households, paid out of voluntary contributions by individuals and business.
