In Australia, cigarettes are $20+ a pack (most of it going to the government), plain-paper packaged with zero advertising and display. Australia is ranked number 50 in the world in cigarette consumption per capita. In California, cigarettes are $5 a pack in regular brand packaging with no big health warnings and theres a ton of advertising and display marketing. The US is number 51 in the world per capita.
