In February 2014, the Galen Institute published a list of 35 changes that already had been made to the ACA since its passage -- 18 as a result of administrative actions taken by President Obama, 15 as a result of Congressional legislation that was signed by the President, and 2 as a result of Supreme Court decisions. Why the ACA delays? Limited resources for implementing the law The need to prioritize limited resources Technological limitations, such as the “glitches” in the computer systems as they related to the healthcare exchanges Complaints from various quite vocal groups, both political and non Undue hardships placed on employers and / or employees Additional time and / or funding required to comply Tax and reporting requirements Political reasons Interesting read while I do disagree with the hidden agenda aspect. Most of our legislation is messy and requires flexibility and change, why we have amendments, new laws and judges. The ACA was the result of compromise between the political parties and it is complicated legislation trying to manage a very complicated issue.
