In Georgia, every citizen has a right to petition, responsibly speak, and be heard by, in the words of our Constitution, “those vested with the powers of government for redress of grievances.” Neither that provision nor any provision of law in this State tells a citizen which government agency they must petition on any matter. A citizen’s duty to report crime is not limited to “telling the cops”.
