In India it is considered as drought only if there is 50% rainfall shortage, crop failure effecting 50% of the area and drop in yield by more than 50%. this was a problem we were bringing up with the state and central govts to be address for a long time. now this criteria is applied and RBI now says there is no crop failure. on the other hand agril dept and agrll. universities always hype up the yields to show that what they recommended worked for farmers. this can be seen very clearly in terms of variations in yield estimations by crop cutting experiments and comprehensive cost of cultivation scheme. in cotton the CACP reported 390% variation in yield during 2012-13 which can be seen from their report. When this was brought up with the CACP, university, farmers organisations and political parties...every one was silent. the hyped yields and lower assumed costs made the prices of the commodities lower.....all these needs a serious revamp
