In India, the police does not file FIR if there is a dispute or a simple fight in street. Instead, the police indulges in a compromise or monetary settlement. This behaviour led ultimately led to death of a young guy from Arunachal Pradesh. Now, all our politicians are jumping around and doing candle marches, but they will not question polices illegal and unlawful activities. Police must file First Information Report instead of doing compromises like mafia and if the complaints are found to be false, police can file B-Reports. In this case, if police had acted, file FIR and noted names of all people involved in the fight, the subsequent violence would not have occurred. When everything is documented with FIRs, names and specific warnings, people will not mess with it easily. When people know, they can get away with a verbal warning or a compromise, they get encouragement to commit violence.
