In Japan these are standard installations. Talking to a builder about the potential to import Japanese cisterns (where the water basin is) said, would not get past regulations - water for flushing needs to be clean... ie not second use. Reminds me of the photo of the african child looking bemused at a white field worker - captions says, "You fill a large pot with clean drinking water, then shit in it."
