In Orumanayur, a village near Chavakkad in Thrissur dist., the survey for a widening of the national highway creates big hue and cry and the writer Sara Joseph has come to the location to advise the Dy.Collector in Charge of acquisition of land to put off survey until the rehabilitation plans to accommodate the people who will be displaced upon taking over their houses n properties. No where in the world, govt will prepare a rehabilitation package for people at the time of the survey for identifying suitable land etc. In fact, only after the survey, the High Ways will come to know about the area to be acquired and the affected people due to the coverage of their houses etc. under the project etc Of course then they can calk out the programmee for rehabilitation , compensation, any other arrangement etc in return for the take over of properties. Unfortunate that In Kerala development never gets a positive welcome, it is always suspected as exploitation. But once developments prevails after some time, the same people will clamor for their preemptive rights, right of son of soils etc etc. wherein all political parties will unitedly attempt to scare the administration which runs the project, let it even be for the benefit of people of that region. Kerala is unique…can never change.
