In Utah, under Utah Code Ann. §77-7-15, A peace officer may stop any person in a public place when he has a reasonable suspicion to believe he has committed or is in the act of committing or is attempting to commit a public offense and may demand his name, address and an explanation of his actions. Basically, dont be this guy. Give your name, remain calm but firm, keep your hands to your side and dont raise your voice. Tell the officer if you wish to remain silent, out loud. You also do not have to consent to a search of yourself or your belongings. Police may still pat down your clothing if they suspect a weapon. This will be frustrating for the officer. He may get mad. His friends might show up. But overall - unless theres a witness somewhere thats willing to say they saw you do something - theyll have nothing and everyone gets to go home in one piece.
