In Vohu-Khshathra Gatha; Yasna 51, 1, Zarathushtra gives concrete outline on a just social order for a Good Domain where both- the ruler and his constituency work equally and justly towards a common goal of progress: A righteous government is of all the most to be wished for, Bearing of blessing and good fortune in the highest. Guided by the law of Truth, supported by dedication and zeal for progress, It blossoms into the Best of Order, To effect this I shall work now and ever more. (Vohu-Khshathra Gatha; Yasna 51, 1) Elaborating further in the same Gatha, Zarathushtra propagates separation of church and state by making it clear that a king should use his own wisdom to rule the state wisely and justly without trusting the advises given by the mumbling priests whose contribution to the society is nil. Quote The mumbling priests are not friends. They are sufficiently far from laws and from the settlement. They take delight in injuring the world with their deeds and teachings, a doctrine that ultimately places them in the house of wrong. (Gatha: Song 16.14) (The priests who spread hate are not friends and well-wishers. They do not honor laws and are not productive members of the human society. They harm the world by their actions and by their religiosity. Their wrong doctrine keeps them in a state of wrong.)
