In a democratic system, legislators are the essential link between the people and those who govern them. They are the key stakholders who understands and champions the need of the people and play a critical role in examining and challenging the work of the government and passing legislation. Therefore, a clear understanding of roles and responsibilities is essential to increase the effectiveness of legislators in the policy-making process. To boost their capacity as lawmaker, the 2-day event of Meet of the Mountain States (MOMS) organized by the Integrated Mountain Initiative (IMI) held in New Delhi on December 10-11, 2014 served as an important platform where policymakers and stakeholders from Indian Himalayan Region (IHR) met to discuss on the issues vital to the development and well being of the mountain states of India. Our Parliamentary Secretary Mutchu Mithi was part of the 16-member team from from Arunachal Pradesh who took part in the meet. The first day of the event deliberated on the need for a new planning body where needs of the mountain states will be addressed. The main highlights of the first day was organic farming, developing market linkages, jhum cultivation, water security; covering issues under this years theme of Mountain Farming. The second day of the event deliberated on the role of Indias position in global climate change negotiations vis-a-vis the role of lawmakers in engaging with the climate discourse to effectively represent concerns of the people at appriopriate level. A round table discussion for legislators/lawmakers was held where each legislators and parliamentarians from the mountain states brought key issues from their respective states exploring for potential solution. Representing the state of Arunachal Pradesh, our Parliamentary Secretary spoke on the need for financial incentives to the state based on its ecological service in providing carbon sink.
