Vacher says the Ukrainian government has already demonstrated that it is ready to implement reforms, unlike the governments of Yulia Tymoshenko and Mykola Azarov. He also acknowledges the devastating impact of the war and explains that even a declaration of martial law would not necessarily preclude IMFs cooperation with Ukraine.
