In a press release issued at the end of his follow-up visit to Tajikistan, the Special Rapporteur has urged the Government of Tajikistan to fully implement his policies for the eradication and prevention of torture and ill-treatment on the ground. Whilst expressing satisfaction that his recommendations have been taken seriously by the Government, the Special Rapporteur also observed that the gap between policies and reality still needs to be bridged. The independent expert welcomed in particular the adoption of a National Action Plan to implement his recommendations, but regretted the fact that local civil society was not consulted in its adoption or execution, and noted that the Plan would benefit from more specificity and measurable indicators. The Special Rapporteur urged the government to continue working to ensure that improved legislation and policies result in concrete changes in practice, and highlighted a number of areas that remain of serious concern, including allegations of reprisals and a lack of adherence to non-refoulement obligations under international law.
