In case yo missed this article back in May. If you dont support putting cameras on cops NOW for reason of police accountability, how about your tax dollars? STOCKTON CALIFORNIA. MENTAL ILLNESS IS NOT A CRIME!!! We are taught in school that during WWII, Adolf Hitler murdered and enslaved the Jews, and that eugenics was common practice amongst the Nazi party. (Eugenics is the belief and practice of improving the genetic quality of the human population.[2][3] It is a social philosophy advocating the improvement of human genetic traits through the promotion of higher reproduction of people with desired traits (positive eugenics), and reduced reproduction of people with less-desired or undesired traits (negative eugenics). In short, the Nazis took people whom they saw as a fungus to their people, and killed them in mass. This was done with the belief that if they killed off those who suffered form mental illness, mental retardation, genetic physical disabilities, etc; they would bring forth a perfect and flawless people. Not only that though. They also view these helpless people as a drain on society and economy. In America we shun this treacherous practice. Or at least we thought so. One month prior to the 1980 presidential election of former governor Ronald Reagan,then president Jimmy Carter signed the mental health system act; a proposal to continue federal funding of the community mental health centers program. When carter lost his seat as president to Reagan, the proposal signed by carter was as good as toil ttissue as far a Reagan was concerned. As governor of California, Reagan had been closing down mental hospitals all over the state. Once he took on the role of commander and chief of this nation, he cut aid for federally-funded community mental health programs across the country. 34 years later the streets are filled with homeless like never before, and the prison population is outrageous. Those who have not ended up homeless,or incarcerated (which a large amount of inmates were first homeless), seem to be ending up dead at the hands of poorly trained police officers. There are stories from all over the country of families dialing 911 to receive assistance from authorities for a mentally ill loved one, that end with that loved one who needed medical attention, dead. There are a lot of higher end communities that are not affected by this problem, so empathy is seldom exorcised amongst these upper class individuals. Stockton California we came to tell you that we are not one of the communities that is NOT affected by this ever growing plauge. Californias population is made up of 37,253,956 people. An estimated %4.3-.5.9 of this population suffers from Serious Mental Illness, (illness they are sick and need a doctor) depending which census you read. You may also consider how many undocumented cases there are for the simple fact that a lot of people, voluntary or even in crises, are either never given the opportunity to have thorough psychiatric evaluation done, or are denied requests by mental health specialists. The California penal system is filled with inmates who suffer from serious mental illness. Many of these inmates have never had a proper psychological evaluation, and have no idea that they are in desperate need of mental health services. The lack of mental health care, along with the lack of police training, has not only overcrowded our prisons here in California; but is also the result of deaths and brutality at the hands of our police. There are several stories from right here in Stockton and San Joaquin county in recent years alone. These will be use to illustrate how the seriousness of poorly trained police has affected all of you Stockton (and cities all over our state). Even those of you who call yourselves upstanding, law abiding tax payers. Yes, those of you who come to this page declaring that the police are justified in everything they do. Stick around a minute longer and youll see how your bank accounts are affected by poorly trained police working for the city of Stockton. November 2006, family members of Stockton resident Bernet Vaba dialed 911. According to reports, family members say Bernet had a history of mental illness, and had locked herself inside one of the bedrooms in the families home with prescription medication and kitchen knives, and was threatening to commit suicide. The emergency dispatcher was notified of these details as well as the responding officers involved. Bernets family loved her very much and were afraid that if they did not get help soon, Bernet might take her own life. When Stockton Police arrived on scene to help this family and the distraught Bernet Vaba, they would make sure that Bernet did not harm herself. Why should she? They were perfectly capable of ending her life for her. Two officers arrived to save the day. While they stood outside of the bedroom where Vaba had locked herself alone, a Sergeant and two other officers arrived to provide back up. According to Vabas boyfriend and other family members, the total time elapsed between the arrival of the first officers, and the tragic climax of this story, was only about 10 minutes. Bernets family said that officers were talking to her through the door. They were quoted as saying, We dont want to hurt you, and we dont want to be hurt ourselves. Thats when one officer pulled out his gun. Within the next moment two shots rang out. Bernet Vaba would die two hours later at Stocktons St. Josephs Medical Center. Police claim that they first attempted to subdue Ms. Vaba using a taser gun. Supposedly they hit her with electricity, and she proceeded to throw a knife at one of the officers, forcing him to open fire. Does the public really buy that shit? How many people have ever seen someone tasered down before? Electricity tends to lock up the muscles of a human being when it travels through their body, accept in rare situations where the person being tased is extremely strong or on some hard core drug like PCP. Bernet Vaba was NOT high on PCP. She stood only 5 feet 4 inces tall, and weighed only 110 lbs. Add those stats in with the fact that she was over the hill at an age of 53 years old, and ask yourself if she was really capable of throwing a knife while being electricuted. Was she a ninja? Give us a break Stockton PD!!! When all was said and done, the city settled a wrongful death lawsuit filed by the family for the seemingly small amount of $210,000 dollars. Not that all the money in the world was worth the ten minutes it took officers to decide that the best way to help a mentally distraught psych patient, was to shoot the life right out of her body! We are more concerned with the fact that officers would take the life of a sick person who needed a doctor, than the fact that financial resources that could be used to better our city. But there is a class of people out there who think of nothing but the almighty dollar. To them we ask, is it any wonder that the city of Stockton is in debt up to their brown eyes and lost in bankruptcy? We have also mentioned the Lodi Shooting of Gulf War Veteran Parminder Singh Shergill. His family also was concerned with his mental health and dialed 911 in hopes that police could take him down to the V.A. hospital to get his medications. Nope, not on the watch of officers groomed to kill, and protected by a district attorney who would not care if police in our area were raping children. But lets just stick to Stockton for now. Another family that was having trouble with a mentally ill loved one called for help one night. The details on this event are not very clear, as we have not been able to find anything in the media about it. (so if you have a link, please share!) A man by the name of Jerry Moore (a black man from Stockton), who was also in the midst of a mental breakdown, had the Stockton Police called out to help him too. A source close to this case tells us that when officers arrived on scene, Jerry was kneeling, crying, and clutching a crucifix. Responding officers helped Jerry Moore pretty good that night. The two main officers we find our concerns with are 1) Stockton Police Officer Gregory Dunn and 2) Stockton Police Officer Jeremy Edens. If you have been following our other stories, you should recognize Gregory Dunns name. He is one of the officers who is responsible, in part, for the murder of 16 year old James Rivera Jr. Jeremy Edens was also involved with an in-custody death. James Cooke, age 57, was tased, beaten, and arrested by Officer Edens and several other Stockton Policeman. James Cooke died in the back of a police car in route to the hospital. At least that is what the police reported. Is anyone else freaked out by the fact that both of these officers were involved in the deaths of two other Stockton residents (both black), and now here they are again, involved in the severe beating of a sick man who needed medical attention? Just thinking about it turns this writers stomach. Jerry Moore and his attorney, Tia C. Bogan of Modesto, now have a Civil Rights lawsuit filed, that has been stayed (put on hold) by the courts. In fact if we are not misinformed, there is a multitude of pending suits that have been put on hold. When ever the city does come out of bankrupty, they have to answer for all of these pending civil rights violations. How much is that going to cost. Dont get me wrong. I do believe the families should be awarded. We have to pay fines all the time, so it is only fair that the city does too. But whos money are they really giving away? Not theirs. Even the Mayor publicly acknowledged the fact that your tax dollars are going to police who dont even live, spend, or pay taxes to the city where they draw their pay. So for those who are only concerned about your check book, think about how your taxes go into a force that boosts the economy of other cities, while sucking Stockton dry. Then after they bull their 60+ grand a year, they leave us with one hell of a bill to pay. All of this needs to stop now. Police in Stockton California would likely benefit from further training in dealing with the mentally ill. As far as the officers who haven taken the lives and assauled people like Jerry Moore, and James Cooke go, they need to be held accountable. Maybe if these officers were charged it would set an example for the next generation of police in Stockton. Maybe it would set an example of how not to be. Until we see this start to happen, we have to view what is happening now to sick people, as American eugenics. Has America really become the new Nazis? Are we really living in a country, and a city, where the quality of life is only valued if you have a sound mind and body? Give us your take Stockton.
