In case you missed it. I guess when you choose to expose corruption you loose certain rights or it would appear that way. I have never been disrespectful in the few commissioners meetings Ive attended but was still denied my right to speak at one. I was on the agenda for a short time before deciding to have me removed. I wrote my letter as I was told simply asking that We The People be allowed our right to have our own outside audit done on their method of drug testing whereas they had their own done. In my letter I explained it would be at no cost to the county and would provide credentials prior to. I believe thats what scared them. Some time in March or April, Al Barrus contacted a Greg Orlando 600 miles away seeking his approval of their unlawful method of testing. Greg Orlando is nothing more than another glorified probation officer and gave no credentials other than he has set up testing operations. Greg Orlando of course gave his blessing but did so 600 miles away going by what he read on a piece of paper. And I explained to the county commissioners in an email providing photos that Greg Orlando never actually saw their so called chain of custody form. He only assumed a legal multi part custody and control form was being used rather than their little half sheet of paper that does not even include the collectors information other than someones signature. There are no carbon copies to be retained by those having custody therefore there is no chain in chain of custody Hes unaware of several other issues which violates chain of custody of which I informed the cassia county commissioners yet we was denied. Their answer was they are satisfied with Greg Orlandos opinion. I can prove that not one single part of their sample collection at the Mini-Cassia Misdemeanor Probation Department is being done correctly including the transfer of samples. How can it be when their chain of custody form is a single half sheet of paper created by someone to save money. Sorry chain of custody is not something you want to cut corners on especially if your throwing people in jail for it. In a trial if the state has a doctor that say your crazy you can bring in your own doctor to say your not. Thats all we want is our right to be afforded. They had their audit and as I explained it would be a way of bringing this matter to a close after more than two years of me tying to fix the problem. If its being done correct and chain of custody requirements are being met and if it is at no cost to them why would they deny our right to have our own audit done? The county commissioners were first informed of this problem more than a year and a half ago. That doesnt really matter. It became their responsibility to check this matter out completely when the idea was first presented to them about starting in-house lab type testing. Boise considered it but after researching and all the possibilities of liability and problems associated with it they decided against it. All our county commissioners saw was dollar signs flashing in their eyes when they were told it would save about $36,000 a year in testing costs. April 22, 2013 after emailing the commissioners of both cassia and minidoka counties three letters each, cassia county commissioners responded saying that chain of custody was being followed, same as taught at POST Police Academy and the same used by Bingham county. So why then just before contacting Greg Orlando did Amber Prewitt change all the major components if testing even part of the collection procedure if it was being done correctly as the commissioners claimed it was. To bad none of the changes did any good. All it did was make it a little easier to fool someone who knows nothing of testing. We The People will be heard one way or another and the proper changes will be made or they can just shut er down. Never Back Down
