In general TCP says if any citizen of INDIA want to bring any law then he/she will go to the collectors office and give an affidavit of his proposed law to the collector with a fee of Rs. 20/page, then collector will scan the whole affidavit and put it on PM website so that every person of INDIA can see each word of your affidavit WITHOUT LOGGING IN and by this no one can manipulate with your proposed law. During scanning of your proposed law Collectors Clerk will take your photo and the data of your VOTER ID. Then other citizen of INDIA will just give their little bit time and go to the collector office to give their opinion on your affidavit by giving YES/NO. When citizen will give their opinion then collector will take a photo, finger print and the data of voter id of the citizen so that there should be no bogus voting. There is a right also given to citizen that if he/she want to change their opinion then he/she may change their opinion or cancel it. For giving the opinion or to change/cancel the opinion he/she have to pay Rs.3 for every time. Now suppose there are many people/citizen who support your affidavit then also PM may pass your law because He/She(PM) will not binding to take the decision in favor of your and to print in GAZETTE(Represented as GN above).
