In government job, seniority ( as decided by UPSC at the time of recruitment of a batch of officers ) plays such an important role in promotion; merit is almost irrelevant. Also, someone who didnt join service at early age, has no chance to even aspire for very high positions despite excellent performance. Thus , career prospects of officers as well as meritocratic governanance are affected by notions of seniority. At least 10% at every level above entry level should be selected through merit, from among the officers within the department, who satisfy eligibility. To ensure impartiality, UPSC should be entrusted to do the selection. To prevent favoritism, internal grading by seniors within the Department should be ignored.
