In line with this year’s National Disaster Consciousness Month theme- “Ligtas na Bayan, Maunlad na Pamayanan” which highlights the goal of the disaster risk reduction and management advocacy of the Philippines that is: safeguarding of communities from the adverse effects of disasters to promote sustainable development. The essence of the month-long observance is to promote public awareness on natural hazards and disseminate information on the steps to be undertaken to mitigate the adverse effects of such hazards. The Kick-Off activity had started last July 1, 2014 with flag raising ceremonies of all the NDRRMC agencies, local government units and partner-institutions that had done all over the archipelago and followed by parallel activities scheduled within the month of July. The Regional Disaster Risk Reduction and Management Council in coordination with Agusan del Norte Provincial Government, Department of National Defense and the City Government of Butuan has conducted today, July 9, 2014 the DISASTER RISK REDUCTION SUMMIT for Agusan del Norte and Butuan City held at Samping Avenue, J. C. Aquino Avenue, Butuan City. The Purpose of the said Summit is to define the Roles and Responsibilities of the Local Chief Executives in Disaster Risk Reduction Management (DRRM) in their respective area of responsibility. The DRRM Summit is being attended by all Local Chief Executives covering the 10 Municipalities of the Province of Agusan del Norte, 1 City of Cabadbaran and Butuan City. Topics being discussed during the Summit are the following: 1. Salient Features of joint Memorandum Circular No. 2014 re: Impementing Guidelines for the establishment of Local DRRM Offices (LDRRMOs) or Barangay DRRM Committees (BDRRMCs) in Local Government Units (LGUs). 2. Salient of joint Memorandum Circular No. 2013-1 re: Allocation and Utilization of LDRRM Fund. 3. COA Circular No. 2012-002 dated September 12, 2012 re: Accounting and Reporting Guidelines for the LDRRMF of LGUs, NDRRMF given to the LGUs and Receipts from other Sources. 4. Guidelines in Camp Management 5. Revised Guidelines for the 2014 Gawad Kalasag Search for Excellence in DRRM and Humanitarian Assistance. 6. Discussion from the Lessons from the Past Disaster and Best Practices on DRRM in the Province. While the Facilitators of the said Summit are: 1.
