In most cases it is a mistake to keep and raise tortoises in pairs. I have seen this cause a lot of problems. Keeping tortoises together will almost certainly lead to dead, sick or injured tortoises at least some percentage of the time. Tortoises do not need a buddy. They are solitary animals, not highly social pack animals. Their own species is usually seen as competitors, mates or combatants. They can often get along in the right groups, but they are also just fine all alone. Just because one person has gotten away with this with their own tortoises and it seems like nothing is wrong, does not mean its good advice to be spreading around. This does vary among the various species. Redfoot and leopard tortoises often get along just fine for example, while sulcatas and russians often dont. IF you choose to keep more than one tortoise in an enclosure, you NEED to have an immediate plan and all the equipment and supplies to separate and house them individually, in case there is a compatibility problem. This should be considered part of the purchase price when you buy that second tortoise. If you dont have the money or the room for additional enclosures, then you dont have the money or the room for additional tortoises. Im not here to debate it, Im here to share what I and other experienced keepers believe to be a mistake. ARE YOU WILLING TO TAKE THE RISK?
