In one of the seminars suddenly speaker asked how do you differentiate a blind man and a blind folded man. I came out for few minutes to find my own answer rather than speakers opinion. When in doubt I revisit Mahabhsrat. Now also Dritharastra was total blind man but struggled to see through hearing from others. But opinions are subjective and biased. May be with eyes open he would have controlled his errant sons as they would not have taken kurusamraj for granted. Then Gandhari his wife became blind folded to follow and support husbands disability and refused to see. Another golden opportunity lost by able person also by following blind person. So finally no difference.
