In order to make an intelligent choice you got to have knowledge. But Intelligence is not necessarily in those who memorized text perfectly, who can remember everything told, who got book knowledge, it is related to being able to look at something for the first time and being able to know what it is without having been told. To know what is needed at any given time is to have intelligence. When God placed things before the angels asking them to tell their names/nature, they said of knowledge we have none, we only know what you have taught us, indeed you are the All Knowing, Wise. When God placed them before Adam he knew their names/knowledge by looking at them. God blessed human beings with natural intelligence for which reason human beings are able to make an intelligent choice even so nobody taught them. But God gives intelligence to those who do good and takes away their intelligence if they engage in wrong doing. So you will see amongst humans many without intelligence whose brain however is filled with book knowledge and you will see many with intelligence who never read a book in their life.
