In order to solve the current land conflicts in Buganda and Kayunga in particular,there is urgent need to review the Ugandan land laws.After observing the Kayunga conflicts,i have come to a conclusion that there is serious contravention of the constitution of Uganda by the land act as amended in 2011.Minister of state for lands (Nantaba Idah)is applying the illegal sections of the 2011 land Act as ammended in 2011,which was meant to please the tenants.I call the sections illegal because the constitution guarantees the right of ownership of private property. Nantaba as a politician is acting opportunistically since Kayunga District where the evictions are rampant is her constituency where she is up for re-election in 2016.The police Chief (General Kayihura) on the other hand has the responsibility of keeping order and protecting the landowners without hurting the political interests of the president. The amendments in the land Act were also passed hurriedly,two weeks to the 2011 elections with the eye on political support of the tenants in Buganda who are the majority against the minority(land owners).The laws as they are today have created a secondary landowners unfortunately the constitution protects the primary land owners and it takes precedence over all other laws .There is therefore need to harmonize the laws and act honestly on the side of government and our leaders instead of misleading people.I remember the 1998 land act proposed the creation of a land fund which government would use to support those threatened with eviction instead of in-sighting citizens against each other.Such laws and conflicts will not only lead to bloodshed if not checked but will negatively affect the legacy of President Museveni and his party.
