In other news... The Court of Appeals cleared former Cebu Governor and incumbent Congresswoman Gwendolyn Garcia of administrative liability relative to the purchase of the Balili property. The CA granted Gwen Garcias Petition for Certiorari and nullified the Ombudsmans decision finding her guilty of grave misconduct. CA Justice Ingles ruled that the Ombudsman acted with grave abuse of discretion and acted whimsically, capriciously and arbitrarily amounting to lack of jurisdiction when it still adjudicated the case against her despite her reelection.
