In purely academic sense, the evacuation mission of transporting typhoon victims or survivors to Manila from the ravaged areas in the Visayas (i.e. Leyte, Samar, etc.) and to the various places in the NCR or the rest of Luzon might simply mean that the umbilical cord, as if it were, is not really cut as to displace them. If this be true, then will the LGUs to which they plan to go still have to receive them and play host in terms of performing the same parallel task of sustaining them with water, food, medicines, supplies, care, services as though all the humanitarian aids and cash subsidies, if any, and well-meaning rescue and rehabilitation workers will still run after them? Point is, now that they have become evacuees and left their ravaged homes thereby leaving a mere strip of barren land that were Leyte and Samar, etc., do they intend to go back once the work in rebuilding and reconstruction is done? So who exactly are they who have the right reasons to come back? - Primer Pagunuran
