In the mid 1960s, just prior to Walt Disneys death in 1966, the City of Anaheim laid out plans for a 40-story Office Tower right across Ball Rd. from Disneyland. Disney just about turned inside-out, as he knew that that skyscraper would have been seen by people from inside the Disneyland Park, which in turn would have grossly altered Disneylands Magic Kingdom Atmosphere. Disney marched into City Hall to express his concern, and an Anti-Skyline Ordinance was passed prohibiting the building of any skyscraper which would be seen from inside Disneyland. This is why Anaheims skyline development is extremely small, and why Santa Ana and Irvine look somewhat more urbanized than Anaheim. Anaheim expanded outward instead of up, and the more outward the development of Anaheim went, the more neglected the Old Downtown became, until most of it was condemned and torn down and rebuilt. This was one of the last acts performed by Walt Disney before he died.
