In the morning of September, 10, 2014, in Ho Chi Minh City, Vietnam Environment Administration held a workshop on strengthening management of hazardous waste (HW) in Vietnam. In 2013, according to the report of hazardous waste of 35/63 provinces, the amount of hazardous waste generated nationwide was about 800 thousand tons, while the amount of hazardous waste is collected and processed by the hazardous waste management practice units licensed by the Vietnam Environment Administration was only about 190 thousand tons (according to the report of the 39/55 hazardous waste management practice units). The collection and treatment only meet a small amount of hazardous waste generated. In addition, along with the process of industrialization and modernization of the country, the amount of hazardous waste generated tends to increase that causing a lot of pressures on the management of hazardous waste… From the difficulties mentioned above, in 2014, the Department of Waste Management and Environmental Improvement is assigned task “Evaluation of hazardous waste management and proposal of solutions to strengthen the management of hazardous waste in Vietnam” by the Vietnam Environment Administration, focusing on following activities: To coordinate with the Department of Natural Resources and Environment to grasp the current status of generation and treatment of hazardous waste in the localities, answering to difficult issues, as well as collecting opinions which reflect the shortcomings (if any) in the implementation of the legal documents on management of hazardous wastes in order to propose to the competent authorities to make modification in compliance with the actual situation. To undertake the field trips in the hazardous waste management practice units to grasp the current status implementation of legal documents on environmental protection in general and on hazardous waste management in particular, while guiding and supporting the hazardous waste management practice units to comply with regulations on hazardous waste management; to organize workshops to strengthen the management of hazardous waste in Vietnam. In the afternoon, the delegates gave their comments on the draft Decree No. 02 on waste and scraps management. It is one of three decrees guiding implementation of the Law on Environmental Protection 2014. Accordingly, the draft Decree No.02 on waste and scraps management consists 09 chapters, 61 articles that focuses on guiding some contents in the Law on Environmental Protection and other contents serving the state management of waste and scrap management, including the provisions on normal waste management, hazardous waste; wastewater management; management and control of dust and gases; import of scrap management and pollution control of soil. Besides, the draft Decree stipulates in details the terms of waste, scrap, the classification of waste and waste management in Vietnam…
