In the name of Allah, Most Compassionate Most Merciful A Call to the Leaders of the Free Army Shaykh Muhammad Al-Yaqoubi One and a half years have passed since our people took up arms to defending their religion, their land and their honour against one of the most notorious criminal systems in the World. In this time thousands of heroes from Syria and the Islamic World have aided our people. In relation to the general call for Jihad in Syria which we issued one and a half years ago and today the Ulema Conference have also issued, we urge the leaders of the Free Army to adopt the following points: 1. To open military offices for mass volunteering and military conscription from Arab regions so that volunteering takes place exclusively through the Free Army because disunity and separation are blameworthy; holding onto the rope of Allah Almighty under a solitary leadership is a must. We see much chaos in Syria that has to be substituted with careful planning, order and unity as per the Divine statement: {Indeed, Allah loves those who fight in His cause in a row as though they are a [single] structure joined firmly} (Surah Al-Saff:4). 2. The Free Army must allocate volunteers into new formations or amalgamate them into already existent formations as per the need and through careful planning, considering the needs of civilian areas that face attack from the regime. These formations must be led by military officers bearing expertise and trustworthiness. 3. A supreme national level military court should be formed so that crimes committed by military personnel may be trialled. The panel for this court should include 3 judges, 3 scholars of Fiqh and 3 military officers, all of whom should hold expertise and experience in their respective fields. 4. A recruitment department should be formed which lists every fighter and issues all of them with unique identification numbers. This department should be based in a liberated region. 5. Due to the incursion of Iranians and Hezbollah, conflicts have shifted away from Assad’s gangs to a new phase. This new phase requires us to develop our capabilities, tactics and methods to accommodate future volunteers from the Islamic World who are eager to aid our people against oppression and persecution. {And Allah will surely support those who support Him [His religion]. Indeed, Allah is All-Powerful and Exalted in Might} (Surah Al-Hajj:40).
