In the name of qualitative upliftment in education country like India is harnessing the raw materials for legal blackmarketting of brain drain.Million of children from poor families were deprived of elementary education.Those who were there were forced to leave by the terror of unscientific methodology of exam.Result was huge dropout bulk as stated in U.N report of March 2007.For the last few years situation has slightly improved. No of govt elementary school are growing in number.Poor children are inspired to come to school and complete their secondary schooling through various reform measures like midday meal and no detention policy.Yet something is still missing and seriously going wrong somewhere. First of all percentage increase in no.of primary and secondary schools is negligible as compared to percentage increase in population. Secondly, the teachers pupils ratio in majority of govt school is not at all coengial for effective teaching learning environment. Thirdly instead of preventive measures against brain drain govt is slashing annual expenditure budget in higher education. Fourthly indigenous and international market demand s are not linked with syllabi. I request all of my sincere friend to add more underlying reasons .
