In the recently signed Bangsamoro Agreement, do you think the secession of the Bangsamoro from the Central Government is a federal move crafted only between two minor parties - the Executive Branch and the MILF - which both lack the necessary power and jurisdiction requirement to enter into a truce for and in behalf of the all Filipinos and all the people of the ARMM, respectively - is infringing the sovereign right of Congress, of the Supreme Court, the MNLF, BIFF, ABU SAYYAF, NCMF, etc. in particular and of all Filipinos in general and therefore is both illegal and unconstitutional? Secondly, If this move will be approved by Congress and signed by the President notwithstanding the lack of sufficient power and jurisdiction of both negotiating parties, do you think this incident will become a precedent for the Institutionalization of a Selective Federal Form of Government via Independent Agreement without need of Congressional Approval in amending some provisions of the Constitution? Thirdly, do you think MILF represents the majority of the sovereign will of all constituents of the ARMM which is composed of Christians, Catholics and Muslims, Lumads, etc.? Lastly, do you think that separation of this region from the Central Government while the rest are under a Presidential Form infringes the sovereign will of all Filipinos; thence, is a POLITICAL ISSUE or QUESTION and need to be voted by the electorate in a referendum or plebiscite?
