Japan this week slashed its whale catch target by two-thirds to prove that its hunting expeditions are meant for scientific research, which is exempt from a 1986 international ban on whaling. In March, the International Court of Justice ruled that Japans Antarctic whaling must stop because it is not scientific — whaling opponents say the research hunts are a cover for commercial hunting. Japan has been trying to prove there are enough stocks to resume commercial hunts, and whale dishes have appeared at limited restaurants, public school lunches and some government cafeterias as part of promotion campaigns.
