In what was supposed to be a routine funding hearing, the administrator of USAID faced a barrage of tough questions over its handling of a Cuban Twitter program and the 4+ year detention of American Alan Gross. While USAID touts itself as an international development agency, lawmakers questioned whether or not the organization is dabbling in covert, government destabilizing actions abroad.
