India- Odisha- Naveenji has started the process of Vidhan Parishad ( upper house of Odisha Assembly) formation to gain popularity ..total seats of vidhan parishad shall be 49(1/3 of assembly seats)....i am not sure how many seats each party shall get as there are seats for governors nominees too..bjd might get 35 seats, bjp might get 3 and cong might get 6 ...BJD will accommodate dissidents and youngsters..bjd might shift some MLAs( who are possible threats for party ) from lower house to upper house and go for fresh election for vacant assembly seats..bjd might take leaders like sri Rabi Nanda, sri Prasanna Acharya,sri Deo who have lost election and might make them ministers through upper house route... BJD might take some ZP/ULB leaders like Ananta babu of BMC to Vidhan parishad and make them ministers.. BJD might take some ex-bureaucrats like Bijoy Pattanayak...It might take some stars like Rutraj or journalists or social workers...BJD will fortify itself.... Similarly congress might take leaders like Niranjan babu, Lulu Babu, Jayadev babu to Upper house and achieve stability in party.. BJP might take leaders like Bijay babu, Pratap babu, Suresh babu etc to upper house.. Though it will help all parties but it will help BJD to keep its leaders waiting for the new opportunity .. they will not leave party to join BJP .... But the legal process is lengthy.. First it will be passed in assembly..then in parliament ...It will not happen if BJP does not want in Lok Sabha...
